The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic and Southern Chad.
The Base Coordinator is directly responsible for the efficient set-up of the field base in Carnot, Central African Republic. This includes among others:
- In collaboration with the CD, identify a suitable base in the chosen location. This base will serve both as accommodation and office for the MENTOR team operating in Carnot.
- In close collaboration with the Logistics Coordinator, equip as appropriate and according to budget available. This includes energy supply, communication, security and other infrastructure (furniture).
- In close collaboration with the CD and the Medical Coordinator, recruit local staff required for the Carnot base (certain field staff positions may have to be recruited from Bangui)
2. Programme support:
With technical support from the Medical Coordinator, the Base Coordinator in Carnot is responsible for organising and
supervising malaria control activities in the target area. This includes:
- Under the direct management of the Medical Coordinator, selection, recruitment and training of 40 Malaria Agents.
- Ensure an efficient supply chain of commodities for the Malaria agents.
- Direct line management of the medical supervisors and ensure that work schedules and action plans are developed and
adhered to.
- Active participation in individual and supervisory sessions
- Close collaboration with other health stakeholders in the target area.
2. Operational support – Carnot base
With support from the Finance Coordinator and the Logistics Coordinator, the Base Coordinator ensures that the Carnot base operates on the basis of MENTOR’s existing standardised systems and procedures within all aspects of operational support:
- Assist the Financial Coordinator (based in Bangui) with the proper implementation of MENTOR finance field systems to ensure that timely and accurate financial reporting is sent to the Financial Coordinator as required as well as oversee adequate cash flow and regular follow up on budget expenditure and planning.
- Oversee that standard MENTOR administrative procedures and forms are adhered to and used for regular administrative matters and, in particular, in regards to the initial set up of the field base including registration of the organisation and/or setup of MoUs with relevant local authorities.
- In close collaboration with the Logistics Coordinator, ensure proper implementation of logistics procedures for warehousing and asset management, fleet and fuel management, communications systems and maintenance, local procurement and overall programme logistics support for programme activities.
- With the assistance from the Finance Coordinator, ensure that HR management systems for the MENTOR mission in Central African Republic are adhered to through transparent recruitment procedures, respect of internal rules and regulations, performance reviews, complaints systems, salary scale, local payroll etc.
- In close collaboration with the CD, is responsible for security management of the Carnot base. This includes strict respect of general security rules (vehicle usage, curfew, appropriate behaviour etc) by all team members and daily gathering, analysis and sharing (with CD) of security related information.
4. Communication and HR communication
- Internal:
or significant relevant experience within malaria control
At least 4 years field experience in a similar environment of which minimum two years would be as programme
Experience in managing teams in the field in insecure environments
Experience in overseeing and managing budgets and administration systems manager.
Proven capacity to train others
Flexible and willing to learn
Excellent team worker and communications skills
Practical, hands on approach
Familiarity with NGO working environments and standard procedures.
Ability to work long hours
Honest, conscientious and reliable

- Organise regular general team meetings, technical meetings as well as operational support meetings
- Provide input to MENTOR internal situation reports
- Carry out performance evaluations as required for staff members under his/her direct management.
- Overall responsible for the respect and adherence by expat and local team members to the MENTOR code of conduct including policies in regards to sexual harassment.
- Assist the CD with field related information for external reports and/or donor proposals.
- Participate in external meetings related to general or security context in the areas of intervention.
- Organise and participate in technical meetings with health stakeholders in the target area.
- Ensure a transparent and efficient exchange of data, context reports etc with relevant stakeholders.
- Provide support during agreed media related field visits as required by the CD
